He countered, the counter puncher. Forced Hagler to lead, by baiting him to attack openings that wasn't their, countered.
It confused the hell out of Hagler early on, but his he was able to overwhelm Duran with better physicality as the fight went on.
That same tactic worked to perfection against Davey Moore about 6 months earlier. (Along with a thumb in eye)
As Duran countered Moore mercilessly with right hand bombs.
Moore, the bigger, younger , stronger man was left brutalized and battered, exactly how a Atg like Duran though smaller ,should leave a fighter who was comparatively a novice....

My favorite High IQ moment from Duran was when he, at 45, completely befuddled a younger, much faster (albeit bloated) Camacho with his straight right for 12 rounds. Duran carrying a pot belly into the fight made it even better.

Bernard Hopkins also had a peach of straight right, quite similar. Neither fighter ever struggled with Southpaws for that reason.
