Taylor or Roy Jones. It's hard to keep track of their hands even when the camera is further away, which is insane to think about. Their opponents must've gone through hell. In terms of recent fighters, Ryan Garcia has some blistering hand speed. I'd need to review footage to see if he compares to the others, but he's definitely up there.
Jones at his best had to be an absolute nightmare to be in a ring with. Can't hit the damn guy, hands are so fast he's hitting you with shots you didn't see coming at all, and he can bang.
When I was first getting into boxing 25 years or so (aol message boards anyone?) I thought Meldrick Taylor had the fastest hands I ever saw. 25 years later I still feel the same. To my gorilla brain, when I see his hand speed it just looks different to me to the point it's a moment I've always remembered since.

Among the current crop, Ryan Garcia has extremely fast hands, especially with some nice steam behind his punches.
Actual functional hand speed (as in the hand speed is on display in a fight, not just shadow boxing) I'd say in order: 1. Meldrick Taylor 2. Hector Camacho 3. Gary Russell Jr.
