He doesn't have the power needed to be a top heavyweight and he doesn't have the pure boxing skills to make up for his power deficit. I'd say anywhere from #15 to #25 is fair.

Gate keeper at best, durable and with enough heart to keep him in fights against more talented fighters, but lacks any real weapons to beat any of the top guys. Not sure he's even top 20.
US sparring partner who has a bit of durability. An easy lay to get the rounds in for the elite HWs. Probably top 50, definitely not top 20.
Not sure, as he needs to fight someone in top 10-15, but in my book he beats Whyte, and he beat him comfortable, but was robbed in the UK, as it's what happen quite often in there to foreigners. To be fair i'm wondering for real what top 20 of some people looks. I can't say i rate Franklin anywhere, as he needs to fight someone first, but just curious.
I was going to mention Whyte, but all these PED scandals have left a lot of question marks over Whyte, which is a shame, as I personally have always liked Whyte as a man and as a fighter.
