Pacman for me. Just punch volume and intensity does it. But Loma does have it also. He had that in volumes against Haney. A fight in which he won. But Pac for me.

Loma doesnt win in any weight. Pacman has been a beast in every weight he has fought. A true ATG, not like loma.
Loma didnt thought that it was an issue when he dragged a 40 year old rigo 2 full weights up. It pretty much seems to me that sure there was a fight to be made.
Assuming this is 126 (which was the best weight for both men), I think Pac takes a clear decision. Loma has slippery defence and he is underrated with what he's able to do on the back-foot, but prime Pac at 126 was a perpetual motion machine and a compact ball of bundled up aggression and non-stop volume. As skilled, talented, and intelligent as Loma is in the ring, prime Pac was just something else man.
I don't think 126 was the best weight for Pacquiao he was more one dimensional back then relying solely on his straight left hand. Once he moved up I would say Pacquiao become a better more well rounded fighter, and he hit his stride when he destroyed Morales in their 3rd fight. And from that point on I believe Pacquiao's absolute prime started. As for the question I think this fight should take place at Super Featherweight and i favour Pacquiao aswell to win by UD too offensive too much workrate too powerful.
Have to go with Pacquiao, he beat Barerra and Morales at 126 and 130 which dwarfs Loma's accomplishments at that weight. Loma's never faced the speed and power of someone like Pac, or the sheer relentless work rate prime Pac possessed. Loma is at his most effective coming forward due to his very short reach and I can't see him backing Pac up, he'd be the one backed up and he just isn't as effective on the back foot. Loma being a southpaw also lacks the right hand that's effective against Pac. Pac breaks him down and stops him late or wins a decision.
I think it's exaggerated how Pac's technical ability increased as much as it did as he rose through the ranks. Sure, he picked up a lot of new tricks but he still had the same ring IQ, punching power, and speed at the lower weights. Pac dismantled a lot of savvy and capable champions at 112 and 122 with his wins over guys like Sasakul and Ledwaba, and he did so based on more than work rate and his left hand alone. I watched some early Pac fights quite recently and what was quite evident was Pac's responsiveness to what Freddie Roach was telling him. His punch selection and ability to cut the ring as well as knowing when and how to engage was still all very sharp in his early career. Of course Pac improved over the years, as all fighters do, but he wasn't some crude clubber back then as I've seen some make him out to be. Pac's punching power diminished significantly as he went as up through the weights as well, he still had the same heavy handedness but he couldn't produce sensational KOs as often as he used to either. '09 Pac was obviously his peak but his technical ability is still underrated at the lower weights imo.
