Every single lineal heavyweight champion from Sullivan to Usky, had significant physical advantages over Burns. You wouldn't even need to belittle him to name him as the head to head WOAT. When you deal with a man the size of Briggs, or indeed Willard or Carnera, their size is likely to count for something against the weaker lineal heavyweight champions. Either the gap in quality required to overcome the size disparity wont be there, or the size disparity will just be too much.
