Well they both have a common opponent whilst they were undefeated vs Howard Davis Jr. Taylor got a draw vs Davis which was legit where as Camacho beat Davis clearly. Although Taylor had far less fights 12 compared to 30 for Camacho so maybe I'm being a bit unfair.

But overall I'd pick Taylor I think he's the better fighter at Jr Welterweight where as Camacho's best weight was Super Featherweight/Lightweight.

To put it into perspective Taylor at Jr Welterweight schooled McGirt in a fantastic performance and was beating an ATG in Chavez handily on points for 35 minutes and 58 seconds. Camacho at Jr Welterweight on the other hand was losing to Haugen and struggling immensely vs past it Mancini who had been retired for 4 years.

    Taylor by decision at 140.

Taylor outworks Camacho to a decision win. At 140 Camacho just wasn't the same fighter and was less inclined to let his hands go whereas Taylor was someone that really let threw lots of leather. Camacho also doesn't have the power to deter Taylor.

Taylor UD. Lonnie Smith might have been a better challenge at 140.
