Who is the best active non-titlist?

    Who is the greatest boxer not to be holding any title currently? Is it Dimitry Bivol? David Benavidez? Fury? AJ? Or somebody else?

    Probably Roman Gonzalez.
    Neither Nonito Donaire nor Manny Pacquiao are officially retired but both are essentially retired so I'm not sure how to count either of them.

    At HW its Kabayel though in a few weeks he might be a titlist.

    Benavidez is currently WBC interim champ and also picked up the WBAs regular title which I don't recognize.
