Technically no, because he has won IBF & WBA belts at 130, and he was promoted to the real WBA belt at 135; But in reality, yes, because to this day his best win is still Pedraza from basically a decade ago, or arguably Mario Barrios (a paper champion) or maybe even Rolly Romero given last night, which is shocking.
It´s crazy how he was supposed to be the next mega star, and clearly had the talent for it. I still remember the Pedraza fight like it was yesterday. I think Tank at the time was the youngest or one of the youngest active world champions. Now hes going to be 31 soon, and will clearly start slowing down physically. And for someone like him, who has heavily relied on his athleticism, this means that the losses will start coming. Or he fully commits to the GRJ routine of fighting just once a year until he officially looses.

He's still a contender at lightweight and he does have a handful of good results. I don't think he's ever really graduated to elite status despite having skills to do . It might well be too late for that to happen, but there are worse things to be than a solid contender who draws good crowds.
