If it was a headbutt, it doesnt seem like a strong one. Looks more like they slide off each other. The punch was bang on as well, problem is there wasnt enough to indicate it was the cause before the "headbutt"

 

They are using the excuse that the replay was not conclusive so you have to go with what was rulled by ref. Kinda like NFL when a replay isn't conclusive you go with the field call.
