This is pretty normal for fighters without a large profile or backing. They try to get them at least to double digits wins on easy fights before taking a step up. And even then its small step ups to try and build them a name and profile otherwise they will have trouble securing better fights because they can't bring enough money to the table to justify the risk against more decent opponents. Compared to someone like Anthony Joshua who was the UK's darling after winning the gold medal at the 2012 Olympics, he had a huge profile for an amateur boxer in a country like UK which is big on boxing and doesn't mind spending money on it.
