Some fighters make a career of beating more skilled men, and Foreman was one of them, at least in his first career. I don't think that there is any question that Patterson was more skilled. If he hadn't been, then he wouldn't have got near the title, with his attributes.
Foreman would beat Patterson into a thin gruel H2H. As fast and dynamic as Floyd was, he has one of the worst chins for his weight around.
