It depends what you mean by 'best'. If you mean a combination of resume, accomplishments and H2H ability then for me it's Miguel Canto. I would like to pick Wolgast but there isn't that much footage of him.

I don’t know the division super well but Canto always impressed me immensely. I believe at the weight he is the best I’ve ever seen.
None of those. To me, its between wild Jimmy Wilde and revolutionary Pancho Villa, but , career-wise, I favor Wilde. Just like, career-wise, I favor Muhammad Ali over Larry Holmes, Holmes over Mike Tyson, and Julio Cesar Chavez Sr over everyone who beat him later in his career, and Roberto Duran over everyone else that beat him and Sugar Ray Robinson over everyone who beat him, SPECIALLY, Tiger Jones, Ferd Hernandez and Joey Archer!!! No, but I only factor Flyweights in my rankings, so his exploits at Super Fly don't contribute to how I rank him at Fly. He doesn't make my top 10 at Super Fly, either (sorry), but I'd rank him higher p4p than some who I have above him in both divisions.
