Loughran ,with next to no power would not be able to hold off George, who was excellent at cutting off the ring, mid rounds ko at the latest.
Foreman would win this easily and it would have nothing to do with his ring cutting skills that he never once showed in a fight. Especially in his second career; ask the famed stick and move guy, Tommy Morrison. George didn't cut the ring at all against a guy fighting completely out of character and in the final stages of total exhaustion. If Foreman were smart, against Loughran he would walk to the center of the ring and stand there. He is longer, taller, bigger and stronger than Loughran. Once George gets center ring, Tommy swill have to move 8 steps for every slight shuffle that George makes. Then jab whenever Loughran jabs and that is a flyswatter vs howitzer situation. The odd wide right hand to make Loughran move to his own right- to line him up- and it won't take long. If George follows him around like he did with Morrison- when he apparently forgot all about his ring cutting expertise- it might take him awhile to win the fight because Tommy Loughran moved much better than Tommy Morrison. But if he keeps jabbing he should do very well.
