You've listed 104 names. If you include the WBA's subordinate "regular" title and the pretenders (IBO/WBU/IBA - none of which the boxing community broadly speaking has ever accepted having jurisdiction to sanction world championships) - and I don't think you should - we probably get near 200.

One could throw in Tom Sharkey, who briefly claimed that his DQ win over Fitzsimmons gained him the title which Fitzsimmons had arguably won from Maher.

Heres a list of pre alphabet era HW claimants in my files. The list of full champions for the alphabet era is really easy to find. This is not a total conclusive list and requires there to be a level of logic to the claim. This will not include those who have recognized titles who had additional claims such as Tom Sharkey, Jack Sharkey, Max Schmeling, Joe Louis or Rocky Marciano.

    Billy Wilson(pre Cardiff lineage)
    Cardiff
    Killen(Cardiff lineage)
    McAuliffe(Cardiff lineage)
    Slavin(Cardiff lineage)
    Peter Jackson(Cardiff lineage)
    Kilrain(his title was in London)
    Dan Creedon
    Joe Goddard
    Gunner Moir
    Mike Schreck
    Jack Twin Sullivan
    Al Kaufmann
    Iron Hague
    Langford
    Wells
    Gunboat Smith
    Carpentier
    Beckett
    Ermino Spalla
    Uzcudin
    Phil Scott
    Pierre Charles
    Stribling(had WBA title retconned)
    Godfrey
    Tommy Farr
John Henry Lewis(I haven't found proof he claimed the title but his HW fights were 15 rounders for a period and he had a backdoor case because people thought he'd beaten Braddock).
    Koeblin
    Lazek
    Harry Bobo(duration)
    Bivins(duration)
    Lee Murray(duration)
    Joe Baksi(duration)
    Lee Savold
    Archie Moore(NSAC)

Here is a list of interim HW champs who never got full major belt status(as of 12/29/25).
    Luis Ortiz
    Povetkin
    Whyte
    Joe Joyce
    Zhang
    Kabayel
    Wardley

Fulton, Miske, Morris and Wills all reached the level of "psuedo interim champion" where there reached a status that normally comes with some sort of title claim but were denied this either because the belt was frozen or Dempsey was a duck.

Brown was only recognized by Maryland. And that seems like a trivial distinction at this time Ohio was the 4th biggest state in the US.

Murray had added credibility because he'd nearly beaten Bivins in the first of their 2 unifiers and then Bivins left for the army. So with Bivins out of the picture Murray was next man up regardless. Though Illinois challenged this with Baksi v Savold. The duration title was scrapped shortly after as the summer and fall 1944 dramatically reduced the forecast for how long WW2 was going to last.

Interesting thought the IBO has not had a discretionary HW champ since Nielsen in 1999.

I appreciate this and am considering it. Having Audley Harrison and Kali Meehan on the list isn't bad, but when it degenerates into Tinnapjok Kittipayak...

Let's have some opinions. How far down the rabbit hole? WBF? WBU? IBO?

I’m not seeing Tommy Morrison for WBO.
