At 115 lbs I think Khaosai Galaxy is the best.

After I will say (2) Sung Kil Moon, (3) Naoya Inoue, (4) Johnny Tapia.

Naoya Inoue hadn't yet reached his prime at 115 lbs. Khaosai Galaxy is, for me, the best in history in the category. Sung Kil Moon was incredibly powerful, and with a steely chin, his hands were very fast, and he had two powerful hands with perfect timing.

Against Khaosai, Sung Kil Moon would have given him a hard time and maybe even sent him to the ground, but I think Khaosai got away with it, he is technically complete and offensively better than Khaokor the left hand of Khaosai is explosive, but defensively less good than Khaokor however his chin was also of steel. Khaosai is a true puncher like Sung Kil Moon, but psychologically, defensively and technically he is a little better.

Young Naoya Inoue at 115 lbs, it's not certain he would survive to the decision with both of them.Inoue's offensive style already had shortcomings, not to mention his lack of experience; Khaosai's left hook and Sung Kil Moon's right would inevitably have hit and would give it a lot of troubles. Also, Khaosai's positioning and timing on the counter, I think that would make him a perfect natural ennemy for Inoue.
