Does Yuri Arbachakov have a claim to being the best Flyweight of all time?

To clarify: When i mean "best" i mean it in him beating or having a really high chance of beating every single great Flyweight that has ever lived, not him being the greatest or having the greatest career, which we all know he does not have due to his limited number of professional bouts.

So tell me what do you think, does the sharp, well rounded, fundamental, quick, powerful and superb technical skills of the Marksman of Kizes make him a potential favorite against any flyweight that has ever lived?

 

Also quick little out of context fun fact, i won my amateur debut by tko in the first round!! hit the guy with a counter body punch and he never recovered, so i continued my onslaught until the ref started counting but buster said no mas!!
