Yes. But he actually had power that large HWs could feel. Unlike some other renowned champions. Hes just not one of the hardest punchers ever the power was adequate to fight the way he fought.

Tyson didn't hit him much apart from that body/head uppercut in round 5 of their first fight. Had Tyson cut loose on him like Cooper did he would've knocked him out.
When Tyson used to flatten opponents with one punch, I always thought ‘he doesn’t hit that hard’ and when an opponent of his was lying down comatose, I always thought ‘he doesn’t look that badly hurt’.
