    I'll hazard a reasonably conventional guess -

    Ali
    Louis
    Lewis
    Holmes
    Foreman
    Marciano
    Wlad
    Johnson
    Holyfield
    Usyk
    Dempsey/Jeffries

I don't rate them H2H but based on their overall career, achievement, resume and impact on the sport. So, here is my top 10 even top 12 in which it is hard to put Mike Tyson, Frazier and Liston.
    1: Joe Louis
    2: Muhammad Ali
    3: Larry Holmes
    4: Lenox Lewis
    5: Rocky Marciano
    6: George Foreman
    7: Wladimir Klitschko
    8: Oleksander Usyk
    9: James Jeffries
    10: Evander Holyfield
    11: Sam Langford
    12: Jack Johnson
All of these had better career than Tyson, Frazier and Liston.

Frazier has a better best win than most of your top 10. He also defended his title something like 9 successful title defenses, only lost to two guys, ranked #2 and #6 on your list.

Two of my favourite heavyweights regardless of ranking are Tommy Morrison and Ray Mercer. Patterson, Foreman and Dempsey are outside my top ten but I love them dearly..

Always had a soft spot for Bugner he was treated disgracefully by the British boxing media. Also agree with @McGrain on Gary Mason he was a fun watch. A bit of a left field choice is John L Gardner his KO of Lorenzo Zanon is a real memory/highlight for me.
