With hindsight though it appears Kabayel was always better than Wilder possibly Zhang, Hrgovic, Parker etc as well. So fighting/not fighting Wilder shouldn't be such an issue
I don't think Kabayel is as good as that. He went awol fighting journeymen for over 6 years post-Chisora and seemed to duck Joyce. He was considered an acceptable tick over opponent for Fury in 2020 (and Fury should know given he'd sparred Kabayel), when the Wilder situation was up in the air. Kabayel was a relative non-factor in the division until recently.
That's because he's not British and if you aren't British you don't get fights. He only got his big break against Makhmudov because Fury went to bat for him with Turkyi. That is straight from his mouth.
Parker would be the best, and I suppose you could argue that was before his prime, although Joe is one of those guys its hard to say when exactly his prime was.
