Are the biggest omissions

 

Had tough weak so took awhile to respond but here's a timeline of top HW's Lennox didn't fight but reasonably could have in chronological order. The most important factor here is whether the fight could have reasonably happened up to June 2003 in place of a fight that did happen. Valuev, Chagaev, Monte Barrett and Skelton aren't included because I don't think the timetable was matching up. Lennox was never fighting Hide for political reasons.
