    Zayas is Puerto Rican — meaning he’s American. Puerto Rico is part of the US, and all Puerto Ricans are American citizens.

    Puerto Rico is not a state though, it's a self-governing Caribbean Island organized as an unincorporated territory of the US. People born in Puerto Rico have full U.S. citizenship rights when living in any U.S. state, but not when living in Puerto Rico (for example, in Puerto Rico they cannot vote in US federal elections).

    It's basically a state. And it's not self governing. At the federal level, they do what Uncle Sam tells them to do. They can have all the mayors they want, but there's no "President" or even "Governor" of Puerto Rico. Just like Guam. It's a US territory. You tried to say this was non American vs American for Boots Zayas. That's is flat out completely wrong. It's American vs American. Or PR vs Philly.
