Ike Quartey comes to mind. He was better than a lot of guys that are in the hall of fame. That ODH fight could have gone either way and he was straight up robbed against Forrest.

I would say Sergey Kovalev is a tad underrated because of the losses to Andre Ward and Canelo Alvarez, who were both great fighters though not great light heavyweights.

    Actually that's a good one.
Spinks looks so damn overwhelmed in the Tyson fight ( no wonder lol), but we know what a badass he was at lighheavy.

I think Marvis Frazier has been somewhat forgotten. His only defeats were to Larry Holmes and Mike Tyson ( albeit embarrassing first round losses. )

But those were the only two. And Marvis recorded wins against: Bonecrusher Smith, Jose Ribalta, Quick Tillis, Bernard Benton, James Broad, Joe Bugner, Funso Banjo and Phil Brown.

Cleveland Williams had a pretty rough road. First, he ran into Liston twice while Liston was in his prime, and later he faced Ali in his prime—by which point Williams was already past his best.
Marvis Frazier’s career was strange, too. While still green—and coming off an illness and a layoff—he was thrown in against Larry Holmes... WTF? Then, after reviving his career and scoring a few solid wins, he ran straight into a speeding freight train. I’m not saying he would have become champion, but under those circumstances, he didn't stand a chance.
Rademacher’s promoters showed him no mercy early on, either.

Going back several decades to the generally one belt eras when certain divisions and time periods were either stacked with top fighters or ruled by a genuinely great champion, it's easier to find the best in-any-other era types. The ones who were genuinely hard done by in terms of timing and superior to many of the more heralded or well managed splinter titleists and next day weigh in weight jumpers. Sometimes being relative greats themselves or all-time borderline types.

Tendler and Kansas (and every other top man of the era) being blocked by Leonard.

Petrolle, Ceferino Garcia, Frankie Klick being blocked by Ross, McClarnin and Canzi.

Lockport Jimmy Duffy by Welsh, McFarland and Kid Lewis.

Owen Moran by Driscoll, Attell, McFarland (usually through drawing big fights).

Medel, Rudkin, Caraballo and Chucho Castillo being repelled by Jofre, Harada, Rose and Olivares.

Winstone, Fammo, Seki, Legra, Ramos being turned back by Saldivar. Laguna by Saldivar and Locche controversially, Ortiz in the 2nd and 3rd fights, Buchanan.

Buchanan and Dejesus by Duran. Cokes by Napoles.

    Tarleton by Freddie Miller.

Charnley, Rosi and Kenny Lane by Old Bones Brown and Ortiz.

Lockridge controversially by Pedroza, a close fight with Chavez and a shithouse decision against Gomez.

Never really made waves at world level, but Kaylor having to fight world class fighters like Sibbo and Graham just for the British title when years later you had scrubs like Barker, Macklin and Murray stealing a living in a weak era.

Jorge Ahumada coming up on the domestic and continental scene having to repeatedly fight Galindez, getting jobbed against an ageing Foster and then coming up just short in a grueler with the young Conteh. Other excellent fighters in that era like Fourie, Kates, Yaqui, Jesse Burnett etc.

Sumbu Kalambay to this day is still severely underrated and is known for getting knocked out in the first round by Michael Nunn and losing a very close decision to Mike McCallum whom he had beaten previously.
