I would say Roy Jones because the only name fighters he beat was Bernard Hopkins who was very young at the time and James Toney who was much better as a Cruiserweight.

What the **** are you talking about Cruiserweight!!????. His prime was at Middleweight.

Roy Jones Jr was the best fighter of the 90's, nowhere near the most overrated.

I agree .. tyson fought in a weak division , just as weak if not weaker than todays.

Roy might be somewhat overrated given that he makes into top 15 all time P4P lists with an average resume. He's one of the greatest of the last 20 years, but possibly also slightly overrated.

The heavyweight division was the goods in the 90's. WTF are you smoking? I thoroughly enjoyed heavyweight boxing back then. Can't say the same anymore...

na sorry but roy accomplishments speak for themselves. toney was p4p top 3 in the world when roy beat him, so they didn't get better than toney at that time. b-hop was still very dangerous and that one was alot closer, but roy just one of a kind. as much as i liked him, i gotta be frank and say naseem hamed was the most overrated. he was getting million dollar paydays just for his mandatories and getting money no featherweight before him rarely saw. if the true best featherweights like barrera or morales were making 100-200k at most, hamed was making a mil vs. lesser opponents. of course you know how the story goes with mab, but if his heart was really in it he would still be fighting today, but what for when he'd made so much out of the british hype machine

Tyson didn't dominate the 90's HW division though...he was 80's...

    David Reid was pretty overhyped.

Yeah, and he lost these fights after coming out of prison. Anyone who calls Jones overrated out to be taken out back and shot.

tyson dominated the eighties. He lost to the better fighters in the 90's... which was dominated by lewis.
