Not sure about that...the most he outweighed his opponent on fight night was for the Chavez rematch in 1998, but he did the HBO weigh-ins for two more years. The last time he had done that weigh-in on fight night before the Pacquiao fight was for the 1st Mosley fight, when DLH weighed less than Mosley, 152 to 155.

The funny thing about was he was trying to gain weight after HBO had already weighed him and made his weight public. He probably entered the ring in the 150's which would have made him easily heavier than Pac rather the HBO reported weight of 147.
to me all the weight stuff is weird. 145 at the weigh in. then comes at 147 on fight night. maybe they wer hiding the fact about cheating at the weigh in.
DLH was also 152 against Quartey, which is pretty low for a WW. Margo, Cotto, Williams, Clottey all come much heavier than that.
