No, Ali was a draft dodger, who at first tried to do the "I am a minister gig" that was disallowed. The US doesn't have any bases that I know of in Ireland, so I don't know how he'd have been born there.
general santos, the place where pac came from is home to many filipino soldiers fighting insurgents in the south of the philippines. if pac did not became a boxer at an early age, i'm sure he could have become a soldier since this is one of the only few options of poor familes to earn some decent living. as of now, i don't know if he would be called as a reservist if the need arises in case of war but as of present, he is already involved not by carrying arms but by going into army camps whenever he was not fighting and giving some inspiration to soldiers who are in the line of duty.
