Barrera beat the hardest puncher in the division of the last 20 years, who was undefeated, only lost to the no.4 guy at a higher weight and past his best, beat the no.3 guy twice, and lost to the no.2 once. Barrera for me.
John beat Marquez who beat Barrera who beat Morales + Hamed who beat Chi + Johnson who beat Medina. Obviously, it's Chris John Taking this seriously, I think there were exactly fifteen fighters who did a considerable impact. Unfortunately, nobody has shown he was by the best of a group. For example, Barrera was great in FW but he lost to Pacquiao and his win over Morales is disputed. Pacquiao never lost a fight but he was taken to a draw by Marquez and he fought only four times at FW. Marquez, on the other hand, hasn't win something big in FW and his best wins were in SFW an LW. He lost to John too. Hamed's level of opposition was mostly sub-par and he lost to Barrera. So there wasn't a leader here. A group of excellent fighters repelling each other. In no particular order: Tom Johnson, Eloy Rojas, Luisito Espinoza, Naseem Hamed, In Jin Chi, Erik Morales, Marco Antonio Barrera, Scott Harrison, Manuel Medina, Steve Robinson, Freddie Norwood, Juan Manuel Marquez, Manny Pacquiao, Chris John, Wilfriedo Vasquez.
Based on resume, Barrera. He beat Hamed and Morales, also Tapia, Kelley and Ayala. PacMan beat MAB of course, but had a draw with Marquez and had a better and longer run at 130. JMM, also a great FW, had his big win over MAB and debated loss to PacMan at 130, and the recent KO wins at 135, so the 126 draw with PacMan and the debated loss to John is not really that impressive. You can add Gainer and Peden to that. John beat JMM (debated), Enoki and a late Gainer, not the same quality as the MAB schooling over Hamed, which is the single most impressive FW performance in the last 20 years. Quite ironically, his loss to the great PacMan is #2. Hamed beat a prime Medina, Kelley, also Johnson, McCullough, Vazquez. Quite impressive. Kelley, Chi, Ayala is not that impressive for Morales. In contrast, he beat Chavez, Hernandez and Pacquiao at 130, also losing to MAB (again) and 2 times to PacMan. So even with the PacMan loss, MAB had the most quality wins at 126, therefore I voted for him.
i'm guessing you meant, who was the best fighter of his generation in or around the feather weight limit? i voted pac, but purely in the feather weight division, barrera.
I said him because he was actually still a featherweight champ 20 years ago and I rate him a better fighter then all of those fighters. Even though someone like Hamed had the better career at the weight. Personally I think he beats all of those guys more often then not...Pick you weight to 122, 126 or 130.

Saying Pac is the best at FeatherWeight is like saying Jones is the best at SMW. Technically CAlzaghe has a better record at 168, but we all know Jones was a better fighter at that weight and would have beat him.

i would say that calzaghe's accomplishment at SMW sh!t that of jones..so, it's clear that JC is the best suppermiddle.. but in case of FW in the last 20 years, who did MAB and EM ko'd that is a legit top 50 p4p? but MP KO's the top 3 p4p? so accomplishment wise, they are almost equal, MP beat MAB but MAB has a longer tenure. thus overall ability would be the deciding factor, i feel manny has more talent that is the reason he ko'd barrera
