PAC followed by JMM Floyd has been retired and should not even be considered until he has at least one fight under his belt.

That really doesn't matter much ... for example who did Jones Jr beat in the last 5 years so he is still considered top 5 LHW now? Or who was Marquez or Vasquez beating in the last 3 years (beside themselves) to be included into top 10 p4p by majority? Beside that PBF 'retirementi is a fluke ... he beat EXACTLY the same fighters as PAC in his 2 latest fights which were within last 2 years.
Jones is considered a top 5 LHW because of level of performance against top LHWs...and comparing his level of performance to other top 10 LHW's, in a poor division. Marquez and Vazquez were in the top 10 based on their respective levels of performance against each other. I'm sure many a good LMW could beat EXACTLT the same fighters Pac beat in his latest 2 fights...but would that make them top 10 p4p? What weightclass you're coming from and your level of performance and that of your opponent are crucial in determining p4p.
So which top LHW Jones beat in the last 5 years (2005-2009)? At least PBF beat some title holders with last 5 years. That level of performance against eachother may be good to settle who is better in their division but how is it valid for 4p4 status? Maybe both of them are just exceptionally weak so their fights were that entertaining ... and VIc Darchynian would knock them out in the first round?
Easily Pacman. Floyd haven't fought in over a year now so he should not be on the list at all until he fights JMM.

Well, they weren't both very weak, because they beat some good fighters easily, and when they fought against each other, performing at an even higher level that before, they gave each other fits. Maybe Darchinyan would beat them both...or maybe he'd get KOed by both...who knows...that doesn't mean that their level of performance against each other wasn't one of the highest 10 in the world at the time...
If Lennox Lewis announced he was coming out of retirement but hadn't fought yet, would you make him p4p #1? Nope. Pacquiao is still p4p #1.
