    Henry Armstrong
    Sugar Ray Leonard

Floyd Mayweather would've been, but they re-did their policy right after he left 130.

Oscar De La Hoya also probably would've been, but they didn't have their belts and ratings in the mid 90s.

The Ring had a belt at 154 at the time, but Leonard was the champ when he took it from Kalule. Then Leonard retired/vacated the title, and the Hearns/Benitez bout was for the vacant belt.
