Cotto did fight a lot of names, his win over shane was very close and shane was old. Shane has good wins but he was using when he fought DLH.... It has to be between those two. If PBF had actually put the effort in I believe he could have been a lock for this but he doesnt have enough fights there. He could have wins over Cotto and Mosley.

Vernon Forrest is one of the best welters I saw during this decade, unfortunately he lost against Mayorga and was never healthy..... but style wise and skill wise he was one of the best.....
I thought I would weigh on this, since I missed it. It has to be Shane Mosley. He has the 2 best wins this decade and he took on the best opposition. A prime De La Hoya, Prime Cotto, Prime Forrest, Prime Margarito. He was the owns a decisive win over De La Hoya in 2000(preBalco) and a destruction against Margarito. The only other win this decade that compares is Forrest over Mosley in the 1st fight. Margarito's win over Cotto was big, but it has a cloud over it. Mosley resume at Welterweight this decade is far and away the best. Cotto 2, Margo 3(regardless of handwraps) 4. Mayweather Now if Cotto beats Pacquiao he maybe moves up, but for how good Pacquiao is, and he is the best of this era. He is not a welterweight. As far as Mayweather. He could probably win against all of these guys. But it is not 'could' have done. it is what you did do. And Mayweather just did not do enough.
I agree Shane has a very good resume at WW and his wins over Hoya really are huge, but Cotto has an equally as impressive resume, and owns a victory head to head. Cotto's wins against Mosely, Clottey, Judah and Quintana are at worst equal to Mosely's wins against Hoya, Diaz, Collazo, and Margo. Couple that with the head to head win and the fact that Shane has suffered 3 losses in the weight class and Cotto has been the best WW this decade. Now if we widen the field and look resume to resume no matter the weight Mosely wins going away.
I said Shane by a razor thin margin, but if Cotto beats Pacquiao, I think he passes him. Not that he'd get any votes, but Cory Spinks would be a better option than some of the guys up there, IMO (Cintron at least).
I agree they very comparable resumes at 147. But the win over De La Hoya in 2000 was the best win for anybody at 147 this decade.(Forrest's 1st fight against Mosley is a close 2nd) And the way he destroyed Margarito was special, handwraps or no, it was a complete blowout and knockout. Those 2 wins are better then Cotto's close win over Mosley. Mosley should be downgraded for his losses to Forrest and Cotto for his KO loss to Margarito. But all the top welterweight have losses, besides Mayweather, but Mayweather only fought 2 legit welters. Ask yourself this, Cotto beat Mosley in a very close fight in 2007, Mosley was 36 and that fight was razor close. Heck they both landed the same amount of punches. Would the Cotto of 2007 beat the Shane Mosley of 2000 or 2001. That prime Mosley stops Cotto in 9 or 10 rounds. And Mosley ended 2000 as the best welterweight and ends this decade the number 1 welterweight(unless Cotto destroys Pacquiao) Case closed in my opinion.
