One punch power: Tua. Power per punch: Foreman. There is a difference. Every punch Foreman threw was hard, because he had heavy hands and a lot of leverage on his shots. On the other hand, when Tua EXPLODED with a punch, he was one of the hardest hitters of all time. Foreman wasn't a one-punch-knockout kind of slugger. I'm not sure who I'd rank as the second hardest hitter, however. Perhaps none of those three.
Max Baer's power is overrated IMO. Killing a guy in the ring doesn't make you an all-time great puncher. E. Griffith, E. Charles, R. Mancini, G. Ruelas, and many others have killed guys in the ring. Anyway, Baer did have good power but I think Foreman and Tua were on another level. Morrison's left hook was awesome. Ruddock's "Smash" was awesome. Lewis had a great right hand. Both Klitschko's have great right hands. Bowe had a nice right. Tyson had great power in either hand. Frazier had a great left hook. Is Shavers right hand still considered the best? Not by me. Gun to my head... I'd probably go with Tua. Then Foreman. Foreman vs. Tua? I'd go Foreman easy... but that's not what we are talking about here.
I do consider Shavers the hardest puncher of all time. Definitely. I don't care if you don't, all I care about is out of the three named who do you think was the hardest puncher and fittest to take the second place spot?

Those 3 fights were fight in which he was not really tested 2fights with Unknown Winston a win and a loss and a KO win over Stanley Poreda. Most felt damage happened when he was KO'd by Baer and dragged to his corner. He was counted out after the bell and was saved by it. However most felt it was an ugly KO that was lingering and came to surface in the Primo fight. I guess it is speculation no one really knows where the damage was done. Luther McCarthy fell off a horse and banged his head but Arther Pecky hit him with a light punch and he died. Sometimes the effects linger sometimes they come suddenly. Sad
Foreman IMO, just a massive clubber. Tua has decent power in his right and thatleft hook, and for me Baer was also a very destructive puncher, threw one of the most devastating overhand rights in the History of the sport. I say Foreman, as he has the single best K.O out of the 3. I think the amount of KD's it takes to get Frazier out there is a testament to Frazier's stubborness and will rather than pointing to a lack of pure power on Foremans part. George was the best out of the three.
Exactly. If Foreman loaded with everything up and caught you... trouble. Luckily, he was unrefined, raw, and not the most accurate of punchers.
Impossible to say really it could be any of them. My hunch is that it might be Baer because the testimony of his oponents and sparring partners resonates erily with those of Shavers.
Because Ali, Lyle, and Young (Along with others) all said Shavers hit harder than Foreman. And Foreman is like the pedestal for huge power punching (Rightfully so). So many just believe he to be the most powerful hitter ever.
No one. There is no one head and shoulders above anyone in terms of punching power. Foreman is a heavy, clubbing puncher, but how many one-punch KO's did he score? The only one i can recall is Moorer. That's a grand total of one.
Many 1 punch knockdowns. But like you said, he had clubbing power. You saw his punches but they would damage you. Decimating Norton and Frazier tells us that. He always has the second highest slugging percentage among retired Heavyweights. That doesn't speak volumes about his power to you? What about Frazier's testimony of "He hit like 3 giants."
