Ray Mercer and Tommy Morrison were both WBO HW Champs but never fought for one of the 3 major belts (IBF, WBA, or WBC).

Razor Ruddock never fought for a major HW Title. The fight with Lewis was a WBC eliminator.

There were plenty of good black fighters who were denied title shots back in the old days...

Peter Jackson, Joe Jeannette, Sam McVea, Sam Langford, Harry Wills, Charley Burley, and Lloyd Marshall among others.

Nothing smart-ass about it. If the thread-starter wanted fighters who never fought for a legit world title - again - he should have said so, and I would have known not to click on it. This is much more interesting and challenging. A really tough question.

Quarry-Ellis was for the WBA version.

For Frazier, Quarry would be the fourth contender he would defend his six state (New York, Pennsylvania, Maine, Illinois, Texas and Massachusetts)
    heavyweight title.

Sam Langford, unless we count the "Colored" heavyweight title. I don't know if there was even a belt for that title.

I would have liked Mason to have fought a few more notable fighters. Too few big fights to really say how he would have done vs. the likes Moorer, McCall, and others. I doubt he would have done very well.

I thought Jemal Hinton was going to be a World Champ at 122 or 126. He went 22-0 (17) and decided he didn't want to be a boxer anymore (religious reasons). He did go 5-0 (4) in WBC Continental Americas title fights.
