Its not like Pac didn't agree to getting a blood test immediately after the fight to rule out any PED concerns.

Pac obviously wants the fight. Maybe its for the prestige, maybe its for the money coz he definitely spent a lot on his campaign, or hell maybe its just because the fans want it. Regardless, Pac wants it.

Mayweather at this point obviously doesn't want any part of it. As simple as that. Maybe he's scared of Pac getting rid of that 0 he cherishes a lot. He's obviously scared that Pac might beat him up so he gotta make sure that Pac's not on something. Absolutely sure just before he fights him. He needs that security blanket.

He's always wanted the fight . Floyd killed the first fight by accusing manny of peds and starting this whole drug testing charade. If he hadn't brought that up or at least didn't say the things he and his team said in the media, the fight may have happened.

 

Pac and camp did not want that fight....i dont think they felt they had enough time to prepare thus....they used the drug test to get away....case and point all of a sudden after Floyd beats Mosley...the same deal is not a good deal to Pac...i think they needed more time....so no they did not want the fight....maybe now though.
