They both need a referee outside the ring to make a decision so the fight can happen. Even Lebron and Kobe have boundaries they can't cross. Pac and Floyd need a David Stern type of figure to lay down the law. I'm not saying it can or will happen, I just believe it should happen. Imagine if the Superbowl was canceled because two opposing owners couldn't agree on a stadium. Pac-Floyd should've been the final match of a welterweight tournament.

I think Arum prefers Pacquiao/MargoCheato honestly. He knows Pacquiao won't lose that fight. It would be as pointless as the Clottey fight though.

 

They only fight people coming off of losses and people who they control,meaning other Top Rank Fighters.Also they must not be boxers and they must have slow feet and maybe slow hands as well.They also must fight at catchweight.
