I can accept that, that's probably true. But there is no doubt that Panama's offence was far worse than Margarito's.

Javier Capetillo just put something in to harden inside the gloves. Panama Lewis not only put a substance in but took out padding (which is actually more dangerous), AND put a banned substance in Luis' water. The deck was severely stacked against poor Billy - not to downplay the unfair disadvantage that Miguel was subjected to, but it wasn't as bad.

Margarito may be overrated and no higher than B level, but Resto was a tomato can in his day.

 

Having traces of Calcium and Sulphur is not the same as taking the padding from the gloves and using plaster in replacement, and as a bonus, taking dissolved asthma pills for endurance.
