Pacquiao won't fight Marquez, for the same reason he wouldn't fight Mosely.

A lot of his hype is just built upon throwing 1000 punches, against brawlers, who come to fight, and don't have the skills to handle it.

Put him in with a skilled fighter, he probably struggles to a win, and he loses $10 million in his next fight
