You have to count in Manny's intangible assets such as his reputation. Again it's not always about monetary damages because IMO Manny Pacquiao didn't lose much money because of the Mayweather family's accusation.

Who knows maybe some boxing fans believe that Manny is a PEDs and wouldn't buy his fights anymore.

And let's all face it. Pacquiao's legacy is already set. He doesn't need Mayweather. Fighting Mayweather is just a bonus to the fans. Mayweather needs Pacquiao more than Pacquiao needs him. Mayweather's legacy is still questionable because of all the ducking that he did before he "1st retired".
