Pac has some of the most devestating accumlative punches, his one shot power is very good but his combo's manage to retain a tremendous amount of power adding in the factor of his excellent speed = end result major devestation for anyone wanting to stand and trade they WILL get blown away, so to answer the original question NO most definitly not.
Tell that to Margarito who was never once hurt by Cintron but was several times hurt by Pacquiao....and Cintron is a one punch KO guy...
I agree with the OP, Pac has fought most of them at the right time and weights, they have been very smart when match making. Hatton for example was a shell of the Kostya Tszyu version, Lazcano almost stopped him and the Malignaggi fight clouded peoples judgement that he was back, he clearly wasn't, he just fought someone who couldn't hurt him, it built false confidence in himself and his fans, he was already well along the downward spiral both inside and outside the ring by the time he fought Pac.

Pacquiao does not have concussive type power as a welterweight. .....the only welterweight that he has dropped was Cotto......and for as many shots that Pacquiao has landed vs all these opponents, none ended the fight on the canvas. DLH quit, never floored, and the Cotto fight was stopped due to the exessive punches he was recieving. If I'm not mistaken, most Welters fight with 10 oz gloves, as did Mosley who stopped Margarito with the 10 oz gloves on. Pacquiao for as many clean and hard connects he had and with 8 oz gloves, was'nt able to floor Margarito. Its definitely been to Pacquiao's advantage to fight with those smaller gloves, in that against the much slower fighters he's been fighting, Pacquiao has been very accurate and volumeous, while his opponents have been very lumbering and unable to find the smaller much quicker of foot fighter in front of them. I'm not so sure that Pacquiao would be as effective if he was forced to wear the 10 oz gloves that fighters welter and above are accustomed to wearing. .......there is already precedence with Pacquiao as to this. He lost the 1st Morales fight when he was forced to wear Morales' preferred "winning" non punchers glove. .....and then we saw just how Pacquiao destroyed Morales when he was allowed to wear his preffered punchers glove "cleto reyes."
