Maybe to do with Boxing not being as big as it was in the 80's? You could build up a lesser known fighter's profile in the public eye in order to confer legitimacy on that fighter as an opponent for a high profile, well known champ. Arum's good at doing that - Hearns - Leonard springs to mind. Even recently, Hatton did it with Malignaggi.
