fedor beats anderson silva under the conditions you specified. If we were going by weightclasses then you might be right.
If we are talking no weight limit, I think Cain Valasquez defeats everyone. Velasquez has as much, or more, fight in him as I've seen in anyone. That includes Fedor. Velasquez may never go on to be as great as Fedor, but it won't be for lack of determination if he falls short.
Dont talk pish ! Anderson is perhaps the best technical striker in MMA but he couldnt exchange strikes with any elite level boxer, he would need to get it to the ground to use his BJJ skills & guess what ?... Anderson`s weak point is wrestling, a guy that Silva has beat in a fight would stand a much better chance vs elite boxers, Dan Henderson... why ?... styles young man. Dan would have a good chance of wrestling them down & controlling them on the ground en route to beating their ass, Silva would badly struggle to take some of those guys down & despite his MMA striking ability, that means a world of **** vs elite boxers.
WAS the best fighter... in his prime tho, he beats anyone in the world in a no holds barred street fight for my money.

This was first posted in 2007. Anderson Silva has been the world's best fighter in the continuous four years since. Not Fedor, not Pacquiao and certainly not Wladimir. Anderson Silva is the greatest all around fighter in the world...period.
Bull****. Anderson had a lot of trouble with 185lbs wrestler Chael Sonnen, so how the **** is he going to defeat 245lbs wrestler Cain Velasquez? Even though I think Anderson is amazing, there is a long list of guys who would defeat him. Fedor Emelianenko, Alistair Overeem and Jon Jones to name but three.
There's a realistic chance that Overeem's superior technical striking allows him to pick Cain apart and wear him down though. Antonio Silva's size and strength may also prove problematic for a relatively small heavyweight like Cain.
