Hmm.. Dont think so. Imo the weakest p4p #1 was probably Shane Mosley (no hate or anything as I still think he's great). I mean on a list where there's names like Pac May Jones jr Chavez Leonard Hearns Hagler De La Hoya Hopkins Whitaker Tyson and Duran.. You have to say Mosley was the weakest of them. Still impressive though.

Really? Lets see his last fights. 1. Against part-time boxer DLH, Floyd only landed a few meaningful punches. 2. Against 50-loss Baldo, Floyd never landed a strong punch. That was for the whole 12 rounds. 3. Against the much smaller fighter Marquez, who while small was also fat as ****, he never hurt him, the equivalent of Pac not hurting Calderon in any way. 4. Against Mosley without PEDS, he also didnt impress much. I'm the troll? Fukk you.

Shane Mosley was p4p#1, and he is not an ATG IMO. I can't think of any ATG who would never have been p4p ranked though. I'll have a think, but I seriously doubt it.
