That maybe true, that doesn't make 'level B fighters' elite in any way. When Wilder stepped up (Fury), he was beaten comfortably.
My simple answer to this thread is : Too many inactive fighters. Too many titles. Money/PPV. Boxing Politics (probably caused by the above).
