There is no probably about it. Cotto was a huge banger at 140. Camacho wasn't as good a puncher at his best weight as Cotto was at 140.
Camacho when he got to 140 wasn't anywhere near the most impressive Camacho. It would be close and a good toss-up, imo. Above that, Cotto wins.
