Duran won his hirst belt at 135 in 1972, Monzon and Napoles fought first time 1974. I don't think that Duran was rated over Monzon at that time. But you're probably right that ranking Monzon #2 is a stretch.
De La Hoya-Mosley? Chavez-Taylor? Jones-Toney? These were not #1 vs. #2 p4p matchups. Jones was considered more or less untested at the time (Hopkins was not nearly as highly regarded in 1993 as he later became) and didn't rise to the top of the p4p rankings until after beating Toney (he replaced Toney at #2 after it).
