Already answered 42 out of 43 fights at Jr Welterweight = better suited to being Jr Welterweight pretty simple logic.

If Hatton was that comfortable at Welterweight he would've stayed there after Collazo fight. He knew his swarming style wasn't suited to fighting bigger guys, he was only 5'6 with a 65 inch reach it's not hard to work out.
