No, once a fighter is taken by a participant/promoter; that fighter is not available to others, except through waivers, trade or free agency...!!! As for your other points, we have rules stating a new promoter (free agent draft), and if a boxer has his pro debut later, he technically is a free agent and can be signed by any promoter...!!! and: The goal is to build a stable from the bottom to the top, upsets happen and if you have the boxer that springs that all important upset, then you will gain bragging rights for having the diamond in the rough...!!!
You draft a boxer, according to your draft order, and you get wins / losses based on that boxer's fight year. For instance: You draft Tyson Fury, if he wins 2 fights with no losses, then your record will be 2-0, but if you have Deontay Wilder also and he losses a fight, your record will be 2-1....basically all fighters are ( 0-0 0 kos) and you gain / lose money by their fights and record...!!!

Yeah, but the up-and-comers, mandatories, etc. are the value picks that participants should choose...think about if someone had Wladimir Klitschko last year, they would have a loss, and lose a substantial amount of money on his 1 loss...!!! Not a small league, many will just have to choose lesser ranked guys and build up more wins that someone with 1 major champion, quite possible...!!!
