What Vitali did do was beat top contenders consistently and decisively, never stopping as low as picking the Bean's and Wepner's of the world to defend against, and never doing remotely as bad as other ATG's against the lowest level contenders he did fight. And by the standards you used earlier, Sanders should be an ATG, and was dominated by Vitali.

Sure he was moron, he'd just beat Williams when Williams was still considered top 30, and had drawn with Pianeta. Not great by any means, but enough to scr ape the top 30.
