    Ceferino Garcia is one of the few "modern" boxers who have not made the IBHOF despite having been inducted to the Ring Magazine HOF. Gus Lesnevich and Yoshio Shirai being the other two. Shirai beat every opponent he ever faced until meeting Pascual Perez while 32 years old.

    There's little reasoning to these picks outside of the fact that I like these guys a ton. If I had to sit down and whittle out serious picks Garcia would be the only one still standing out of that three.
