When you have to start adding "what if's" the exercise becomes pointless. What if Davis was focused? What if being unfocused helped? Being unfocused led him into more dangerous situations in fights where his sense of danger and need for the knockout produced some quality highlight reel ko's. What if a "focused Davis" took less risks and lost? Answering your specific what if, chances are Davis does what he usually does and sleeps Shakur late rounds.
Shakur is a good boxer but I think he is a bit fragile he doesn't have that bit of steel in him like the other elite guys which is why I would've favored Tank and am favoring Teo to beat him.

I believe Shakur beats Tank more often than not, if we take their best versions. If they fought 10 times, Shakur wins in various ways 8 times and Tank sparks him the other two times or drops him enough times to win the decision. The style matchup is heavily in Shakur's favor and predicting a Tank win IMO requires one to speculate on Shakur's chin.
The only half-decent, skilled, slick US fighter Tank fought was Lamont Roach, who is still B-rate and got robbed on the cards. As much as I think Shakur has his limitations, mainly because of his lack of power, Tank was a total Al Haymon hype job who beat up much smaller fighters, weight-drained them, or, in the case of the Roach fight, got a gift decision. Unless Shakur walked headfirst into a Tank uppercut, which would be highly unlikely given how skilled he is defensively, Shakur would put on a clinic and win convincingly and quite easily over 12 rounds.
