He started blood testing for the Mosley fight, the very next fight after the failed 2009 negotiations for May/Pac. The testing began in February/March of 2010. Pretty sure Mayweather never made the video that was the subject of the defamation of character lawsuit Pacquiao filed until the summer of that year, perhaps later. By the time of those accusations from Floyd Jr, he was indeed doing blood testing. The same blood testing Pacquiao would three years later say was a true must condition for fighting him.

Clen doesn't show up in hair follicle tests. Hair follicle tests only apply for certain drugs. Bloodstream and urine are still the most accurate methods.
