They might have robbed Wlad on the cards in Vegas, but he probably would have beaten Wilder. Wilder needed to be saved by the referee not that much later against just sub 40 Ortiz, with 2017 Wlad being better and more experienced not to get caught. Even half assed Fury held Wilder to a draw (which should have been a decision win) later on.
Wlad could probably come out retirement now and still beat Wilder. Wilder ducked Wlad for reason, even his own manager called him a baby in comparison to Wlad despite him at the time having Iver 30 fights and being a world champion.
